you can only activate and edit by Network, you can not edit it indivual. don't use w3total cache on multisite. it does not work ! new posts will not show this is because of the last modified header in browser option, if you disable it, it works but it makes the plugin useless. I use no cache plugins, because they all have the same problem as above, wp super cache and quick cache both don't also work on multisite.
