Hello,
I am getting the same error message after installing the W3 Total Cache (0.9.4) plugin:
W3 Total Cache: Default settings are in use. The configuration file could not be read or doesn't exist. Please save the settings to create the file.
I have made the necessary changes to my permissions to no effect.
