I am also interessted in this. There are not any risks giving Editors option to flush cache.
Takes time to make all tweaks to fix updating widgets and there are less usefull options activated. Not a big deal if Editors can delete cache. It is not like they go to admin every hour/day and change something. Not even 5% of websites out there change content daily.
