I was pulling my hair out trying to figure what user capability w3 was checking for to verify a user is an admin. I thought it was manage_options based on the source and searching for current_user_can
Anyway, I figured it out after trial and error! The user must have delete_users capability in their user role to manage w3 admin settings. Hope this helps someone, cheers.
